It is widely known that Nepal National Single Window (NNSW) has been implemented to organize Nepal's international trade and trade statistics by making export or import trade efficient, transparent and safe. In this context, the EXIM Module has been developed for implementation to manage the Export and Import Code (EXIM) through the Nepal National Single Window System. As the application for EXIM and all the related documents and any fees or amount can be accepted through this national single window system, this notice has been published to notify all the concerned exporter, importer to submit an application for EXIM through the NNSW portal (https://nnsw.gov.np/) along with all the related attached documents to EXIM section of this department or to related customs office in accordance with Section 89B of the Customs Act 2007 according to the decision dated 2022, September 19. NNSW platform added a set of supporting document types which can be attached by Traders to their LPCOs. These new support documents are not mandatory for approval for LPCO, however attaching these provides additional clarity for the LPCO and expedite approval by relevant government agency. Previously traders attached these documents under document type code “999”. Now each has a specific document type code: (112-Certificate of Analysis COA),(113-Food Safety and Standards Authority of India certificate FSSAI), (114- Good Manufacturing Practice certificate GMP Certificate), (115-Hazard Analysis and Critical Control Points HACCP), (116-India Import Export Code IEC), (117- International Organization for Standardization Certificate ISO), (118- Lab/Scientific Rationale Report), (119- product Literature). 02/11/2021 Interaction Program and MOU signing ceremony for seven OGAs

Under the patronage of The Secretary (Revenue) of The Ministry of Finance Mr. Krishna Hari Pushkar, The Director General of Customs Mr. Narayan Prasad Sapkota signed Memorandum of Understanding (MOU) with seven government agencies for added value services on Nepal’s National Single Window platform (NNSW). The official signing ceremony which was held at The Himalaya Hotel was attended by executives from the private and public sector. The Government Agencies which were on boarded to NNSW are: Department of Transportation Management, Department of Archaeology, Department of Industry, Department of Electricity Development, Alternative Energy Promotion Center, Department of Electricity Development, and Investment Board Nepal.

25/10/2021 Department of Archeology (DOI) go Live

Department of Archaeology was established in 2009 B.S. (1952 A.D.) under the Government of Nepal (GoN). This is prime organization for the archaeological research and protection of the cultural heritage of the country. Protection and maintenance of archaeological sites, ancient monuments including remains of national importance, museum and archive management are the main concern of Department of archaeology. Department of archaeology also regulates all archaeological activities in the country as per the provision of the “Ancient Monument Preservation Act”, 2013 B.S. (1956 A.D.). Likewise, the act also provides ample provisions to protect and preserve any individual monuments, group of monuments, sites and even vernacular edifices located throughout the country either private or public having archaeological, historical, artistic and aesthetic values. This act has authorized the Department of Archaeology as a principal governmental authority to protect and preserve the vast cultural heritage of the country.

Operation SAFE BORDER in NNSW Plan will deploy 113 PCS, 113 Desks Chairs, 49 Printers and 89 UPS in Ministry of Agriculture MOALD departments: DFTQC, PQPMC, and DLS. The deployment is in their Kathmandu HQ, International Airport, and across all border points. In LOT 1 of this operation hardware will be deployed in Mahendranagar, Dhangadhi, Gulariya, Krishnagar and Maheshpur for DFTQC. PQPMC and DLS. A total of 20 PCs, 20 Desk/Chairs, 10 Printers and 20 UPS will be deployed

16/09/2021 Farewell to Mr. Shyam Prasad Bhandari, DDG Head of PIU

NNSW Team participated in Farewell to departing Deputy Director General and Coordinator of PIU, Mr. Shyam Prasad Bhandari. Mr. Bhandari’s role in leading NNSW Team and providing guidance and support will always be remembered by all stakeholders of Nepal National Single Window including Web Fontaine as well. In his leadership of PIU, the Single Window system has been able to achieve some remarkable milestones. DDG Shyam has recently been transferred to a senior executive position in another government agency.

The agency will review and if approved will grant the exemption and pass to Customs NECAS system. Once the shipment arrive, the applicant will associate the electronically approved exemption with the Customs declarations. NECAS system will perform the duty exemption.

03/09/2021 NNSW Team met with DG of the Dpt of Transportation Mngmt (DOTM) in preparation for onboarding to NNSW

The government mandates DOTM to regulate and provide licenses to vehicle importers. NNSW and DOTM will collaborate to provide licenses electronically on the platform. Prior to import of new vehicles to Nepal the importers must apply to DOTM for a “Type Approval” and supporting documents. This application will be performed on NNSW under DOTM supervision. 02/09/2021 PQPMC and NNSW teams collaborate to onboard FAO International Plant Protection Convention IPPC ePhyto Hub

IPPC is one of UN FAO agencies mandated to regulate the trade in plants between countries. IPPC operates an electronic hub for exchange of electronic phytosanitary certificates between countries for import and export of plant products. NNSW enabled onboarding of PQPMC on ePHYTO Hub. Nepal PQPMC became the 100th member of IPPC hub.

31/08/2021 NNSW Team held virtual meeting with Nepal Telecom Authority (NTA) for onboarding to NNSW Portal.

The government mandates NTA to authorize Import and Export of mobile devices. The integration will be through an API webservice between NNSW and NTAs Mobile Device Management System (MDMS)

29/08/2021 NNSW team demonstrated Exemption Module to management of Department of Customs

In accordance with Fiscal Acts and Ordinances, companies are entitled to request exemptions from Customs Duties from designated Government Agencies. These agencies review and approve these requests and then transmit their approval to Customs to act accordingly. NNSW CDEM Module enables Exemption government agencies to manage process electronically. The applicant for an exemption will apply on NNSW to relevant agency. The agency will review and if approved will grant the exemption and pass to Customs NECAS system. Once the shipment arrive, the applicant will associate the electronically approved exemption with the Customs declarations. NECAS system will perform the duty exemption.

DFTQC issued a circular to its customer base requiring that LPCO applications are required to pay a set fee. Prior to this circular DFTQC LPCOs were free of charge

01/08/2021 All Certificate of Origin issuing Agencies (COOs) are now able to issue thru NNSW

To export shipments of Nepali goods to foreign countries; the exporter should attach a Certificate of Origin attesting that the goods were produced in Nepal. The government of Nepal mandates selected competent private or public agencies to issue Certificate of Origin are based on the "Operating Procedure for Issuance of Certificate of Origin, December 2020" released by Ministry of Industry Commerce and Supplies. There are different entities viz., Nepal Chamber of Commerce (NCC), Federation of Nepalese Chamber of Commerce and Industry (FNCCI), Confederation of Nepalese Industries (CNI) and Trade and Export Promotion Centre (TEPC) issuing the certificate of origin for export of goods from Nepal. The main objective of these entities is to promote trade and export of Nepal by providing facilities which enables products of Nepal to compete in the international market. This is also related with the preferential rules of origin, which is used to determine whether a preferential tariff rate is applicable to the product being exported from Nepal under respective preferential schemes or not. The LPCO application will replace the current manual process of the agency. The Nepal National Single Window (NNSW) LPCO application will facilitate the electronic capture, validation and storage of License, Permits, Certificates and Other (LPCO) applications. The facility will be configured to the agency’s needs and secured to limit access to information and processes to authorized users only.

01/07/2021 21 Banks using NNSW to issue LCs and other instruments to Importers against LPCOs

Commercial banks are a private stakeholder in NNSW environment. Once an import license (LPCO) is approved by the concerned regulatory agency; the importer proceeds to the bank to secure the required foreign currency to cover the cost of shipment. Commercial Banks provide importers Financial Instruments (FIs) such as LCs to traders to pay for their imports in foreign currencies. Commercial banks provide these FIs based on an approved LPCO by the relevant government agency. NNSW enables banks to verify applications for financial instruments and once FIs are granted this will be recorded on NNSW. This enables full end-to-end integration of LPCO process,

NNSW launch a Training Video Channel on YouTube in English and Nepali and English. The Channel contains instructional videos covering all functionalities in NNSW portal https://www.youtube.com/c/NepalNationalSingleWindowNNSW The channel contains two playlists in English and Nepali showing in chronological order How-To perform all functions in NNSW from what is NNSW to How-To declare your shipment ready for examination once arrived on border. All How-To videos are concise, not exceeding 7 minutes, but containing detailed description of what you need to do. NNSW enables a contactless, cashless and paperless trade environment. 22/04/2021 NNSW visit Biratnagar Border Site for sensitization and training

PIU and NNSW team organized a sensitization and training mission to Biratnagar Border office with neighboring India. Biratnagar is considered as one of the major trade corridors between India and Nepal. The team visited Customs office, DFTQC, PQPMC, DLS inspection offices and provided brief and training on NNSW operations. In addition to government staff the Team met with representatives of the trade and customs clearance community for same purpose.

01/04/2021 Inspection model for Border Regulatory Agencies is enabled thru NNSW

A key role of border agencies such as DFTQC, PQPMC, and DLS is to inspect shipments arriving or departing Nepal. The inspection is to ensure that shipments are compliant with the pre-approved licenses granted by these agencies. The inspectors of these border agencies perform their duties by taking samples and/or inspecting full shipments. Inspectors then update the results on NNSW platform using specialized Inspection module. Once shipments pass the inspection phase, the trader can proceed to Customs to submit Declarations on ASYCUDA NECAS system. NNSW and NECAS are integrated to ensure that only approved shipments by border inspection agencies can be released by Customs.

05/03/2021 Dpt. of Livestock Services DLS actively operating thru NNSW

Department of Livestock Services (DLS), under the Ministry of Agriculture and Livestock Development (MoALD), the agency responsible for controlling the License for import / export of live animals, raw and unprocessed meat, biological animals, eggs, vaccines, animal feeds, semen, and embryo. They are also responsible for the implementation of existing laws and by-laws to prevent the entry of exotic diseases through importation of livestock, livestock products and livestock production materials. NNSW will assist DLS to carry out its mission by providing its community with a platform to apply electronically for import licenses LPCOs. DLS staff will review applications and approve/reject/query the applications. NNSW will enable DLS management to monitor efficiency, speed and accuracy of its staff and ensure prompt response to applications

01/03/2021 Plant Quarantine and Pesticide Management Centre PQPMC actively operating thru NNSW

Plant Quarantine and Pesticide Management Centre (PQPMC), as a Division of the Ministry of Agriculture and Livestock Development (MoALD) has been established to; ● Regulate the potential risk on plant health arising from the international trade of plants and plant products, and, ● Regulate the import, distribution, use and management of pesticides used for the management of the plant pests on different plants and plant products on the field and their post-harvest stage. PQPMC acquired membership of International Plant Protection Convention (IPPC) in 2006 and is the Agency responsible for controlling the import / export of plants, plant products and biological control agents, beneficial organisms such as soil, moss and pit. NNSW will assist PQPMC to carry out its mission by providing its community with a platform to apply electronically for import licenses LPCOs. PQPMC staff will review applications and approve/reject/query the applications. NNSW will enable PQPMC management to monitor efficiency, speed and accuracy of its staff and ensure prompt response to applications

14/02/2021 NNSW Team visit Birgunj Border agencies for sensitization and Training

PIU and NNSW team organized a sensitization and training mission to Birgunj Border office with neighboring India. Birgunj is considered as major trade corridor between India and Nepal. Department of Food Technology and Quality Control under the Ministry of Agriculture and Livestock Development (MoALD) is the agency responsible for controlling the LPCO for import of food and feed products. The main aim is to ensure and enhance the quality and safety of food and feed products in the country. Further, the department has a paramount role in augmenting appropriate food processing and post-harvest techniques to promote agribusinesses. 24/01/2021 Dpt. Of Customs signs Memorandum of Understanding (MOU) with three Agencies to go live on NNSW

The Director General of Department of Customs signs three Memorandum of Understandings (MOUs) for launching of NNSW operations with DG of Department of Food Technology DFTQC, DG of Department of Livestock (DLS), President of Plant Quarantine and Pesticide Management Centre (PQPMC). The MOU sets the roles and responsibilities for participating stakeholder agencies on NNSW platform.

21/12/2020 NNSW starts Training program for participating Agencies at Department of Customs HQ

NNSW Training center is COVID compliant and accommodates 20 Trainees with PCs and accessories. The center is equipped for Virtual and Physical Training sessions. The training and conference center will also be used for workshops for sensitization, intros, requirement collections and testing.

20/12/2020 NNSW starts delivering hardware and network connectivity to participating agencies

In accordance with project plan, NNSW will be deploying over 200 PCs, 60 Printers, 200 UPSs and 200 Desk/Chairs to governmental stakeholder sites across the country. In addition, these sites will be set up with internet connectivity upon need. The procurement and deployment was initiated by setting up three HQ sites in Kathmandu for DFTQC, PQPMC and DLS.

17/12/2020 NNSW Soft Launch Ceremony  at Mariotte Kathmandu

Customs Management in collaboration with NNSW team organized a soft launch ceremony and Mariotte Kathmandu announcing the Project to public though printed and visual media. The ceremony was hosted by DG Customs and included Ministry of Finance Secretary of Finance, Secretary of Revenue, Ministry of Industry Secretary of Commerce and Supplies, DG DFTQN, DG DLS, President PQPMC, in addition to participants from Private sector. The ceremony included demonstration of NNSW and its advantages to Nepal’s international trade sector.

14/12/2020 NNSW Team visits Fdrn. Of Handicraft Asscn. FHAN Annual Expo

FHAN is mandated by Government of Nepal to provide license (LPCO) to companies and individuals intending to export Nepalese original handicrafts and artisanal products. FHAN is a key stakeholder in NNSW and in accordance with plan; exporters will apply electronically to FHAN through NNSW to get approvals prior to export. FHAN officers will review the application and approve these applications or query the exporters on missing documents. NNSW team have worked closely with FHAN to design and set up the module in accordance with requirements. The visit to FHAN Expo 2020 highlighted the close relation FHAN management with NNSW Team

NNSW team and Customs IT finalize setting up and configuring server and telecom equipment in GIDC. The server environment was procured in accordance with project plan and specifications. The setup is based on highest security levels and redundancy level. NNSW hardware plan includes setting up of Disaster Recovery sites in Customs data center and Hetauda government data center

NNSW project was launched with a Project Implementation team PIU from Customs, WF Experts and national team members. The portal was was launched with basic functionality. The portal contains a public access pat providing international trade community with one-stop for data and information related to Import and Export such as official exchange rates, national tariff, duty calculator, useful links, FAQ and other sensitization materials. The portal will be set up for transactional data once Agencies and LPCO module are configured.

26/05/2019 Nepal Govt signs Contract with Webb Fontaine for Nepal National Single Window NNSW

NNSW is a World Bank Funded Project, connecting over 40 government and private agencies with international trade community. The project core objective is to Design, Supply and Build National Single Window System in Nepal. [NIRTTP/PCO/DOC/NS/ICB-1]. NNSW is one of the initiatives that make up the World Bank sponsored Nepal India Regional Trade and Transport Project (NIRTTP). NNSW will simplify and lower cost of international trade operations and empower Nepal Trader to be competitive globally.
